INVITATION TO PREQUALIFY AND BID: Davao Sasa Port Modernization Project

The Department of Transportation and Communications (DOTC) and the Philippine Ports Authority (PPA) invite local and international companies to pre-qualify and bid to finance, design, re-develop, operate and maintain the Davao Sasa Port Modernization Project.

The project consists of:

a.)  The modernization of the existing port and the establishment of dedicated container handling facilities with an initial design capacity of one thousand nine hundred container ground slots to a minimum of two thousand seven hundred container ground slots, comprising of, among others, the construction of a new apron, development of a linear quay, expansion of the back-up area, provision of container yards, warehouses, and the installation of appropriate container handling equipment throughout a thirty-year concession period.
b.)  The operations and maintenance (O&M) of the Port within a thirty-year concession period.

The international competitive public bidding for the Project will be conducted in accordance with the procurement rules and procedures for public bidding set out in the Republic Act No. 6957, as amended by RA 7718, and its Revised Implementing Rules and Regulations (2012), collectively, the BOT Law.

The Development Bank of the Philippines and the International Finance Corporation, the private sector arm of the World Bank Group, have been appointed by the DOTC and the PPA to act as their transaction advisors for the international competitive public bidding.

·  The two-stage system for the open solicitation of bids under the BOT Law will be applied.
·  The Instructions to Prospective Bidders (ITPB) and the Preliminary Information Memorandum (PIM) will be available at the Office of the Secretariat of the Pre-Qualification Bids and Awards Committee (PBAC) in Ortigas Center, Pasig City starting April 14, 2015 for a non-refundable fee of P300,000.00.
·  Only juridical persons who have paid the non-refundable fee shall be allowed to participate in the prequalification and bidding process.
·  Interested parties must submit all qualification documents on the date indicated in the ITPB.
