INVITATION TO BID: Cavite-Laguna Expressway (CALAX) Project

The Department of Public Works and Highways (DPWH) invites local and international companies to bid to finance, design, construct, operate, and maintain the Cavite-Laguna (CALA) Expressway Project, which aims to provide a more convenient and faster route to/from Manila to the CALABARZON (Cavite, Laguna, Batangas, Rizal, Quezon), decongest traffic in the CALA area, cut travel time from CALA area to Metro Manila and vice-versa, and improve the competitiveness of the CALABARZON area as an investment destination.

The project is a four-lane, 45.5-kilometer closed-system tolled expressway connecting CAVITEX in Kawit, Cavite and SLEX Mamplasan interchange in Biñan, Laguna. It consists of eight (8) interchanges, namely: Kawit, Daang Hari, Governor’s Drive, Aguinaldo Highway, Silang, Sta. Rosa-Tagaytay, Laguna Blvd., Technopark, and a Toll Barrier before SLEX.

The international competitive public bidding for the project will be conducted in accordance with the procurement rules and procedures for public bidding set out in the Philippine BOT Law (Republic Act No. 6957, as amended by Republic Act No. 7718) and its Revised Implementing Rules and Regulations (2012) (“Revised IRR”).

A Single Stage Qualification and Bidding for this CALAX Round 2 shall be conducted in accordance with Section 5.7 of the BOT Law. The Bid Parameter shall be the highest premium offered, with floor price of Twenty Billion One Hundred Five Million Pesos (Php 20,105,000,000.00).

The Instructions to Prospective Bidders will be available from March 10, 2015 until May 18, 2015, between 8am to 5pm, at the Office of the Secretariat of the Special Bids and Awards Committee (SBAC), 4rd Floor, PPP Service, DPWH Central Office, Bonifacio Drive, Port Area, Manila, Philippines, with telephone nos. (+632)304-3148/49.

Without prejudice to the submission of all documentary and other requirements, bidders must accomplish the required forms and pay a non-refundable fee of One Hundred Thousand Philippine Pesos (P100,000.00), payable in cash or manager’s check drawn on any Philippine Bank and payable to the order of DPWH. Bid proposals should be submitted to the DPWH on or before 2:00 P.M. on May 19, 2015 at the 5thFloor, Multi-Purpose Hall, DPWH Central Office, Bonifacio Drive, Port Area, Manila, Philippines, unless otherwise stated.
