INVITATION TO PREQUALIFY AND BID: Dev't, Operations and Maintenance of Bacolod, Davao, Iloilo, Laguindingan, New Bohol and Puerto Princesa Airports

The Department of Transportation and Communications (DOTC) invites prospective bidders to prequalify and bid for the Airport Development, Operations and Maintenance of the following ports:

·  Bacolod-Silay International Airport (P20.26 B)
·  Davao International Airport (P40.57 B)
·  Iloilo International Airport (P30.4 B)
·  Laguindingan Airport (P14.62 B)
·  New Bohol (Panglao) Airport (P4.57 B)
·  Puerto Princesa Airport (P5.81 B)

The Invitation Documents consisting of this Invitation to Prequalify and Bid, the Project Information Memorandum and the Instructions to Prospective Bidders (including annexes) may be purchased for a non-refundable fee of One Million Pesos (P1,000,000.00), payable in cash or manager’s check issued by a bank in the Philippines made out to the Department of Transportation and Communications. The Instructions to Prospective Bidders (ITPB) and the Project Information Memorandum (PIM) will be available at Unit 153, 15th Floor, The Columbia Tower, Ortigas Avenue, Mandaluyong City, Metro Manila, for distribution to interested parties. The PIM is already available while the ITPB will be available in February 2015. The specific date of issuance for the ITPB will be announced in a General Bulletin that will be posted on the DOTC website.

Bidding is open to all interested bidders, whether local or foreign, subject to conditions for eligibility under the Invitation Documents, the BOT Law, and its Revised Implementing Rules and Regulations, and other existing laws.

Only bidders who have purchased the Invitation Documents will be allowed to participate in the prequalification and bidding process. However, the Invitation Documents shall also be publicly available on the DOTC website.

The Two-Stage/Two-Envelope System for soliciting bids under the BOT Law will be applied. In this process, bidders are first prequalified based on minimum legal, technical and financial requirements set by the DOTC. Only bidders who prequalify or are deemed eligible shall be invited to prepare and submit their Technical and Financial Proposals to the Prequalification, Bids and Awards Committee (PBAC) for evaluation. Purchasing Invitation Documents does not constitute a guarantee of eligibility nor an obligation for the DOTC to include such party on the shortlist of prequalified bidders, which remain subject to the eligibility criteria.

Interested parties must submit all Qualification Documents on the date provided in the Instructions to Prospective Bidders.

The DOTC and CAAP reserve the right to reject any or all bids, declare a failure of bidding, and not award the concession for any justifiable and reasonable ground where an award will not redound to the benefit of the DOTC, CAAP or the Philippine Government.
