INVITATION TO PREQUALIFY TO BID: LRT 2 Operations & Maintenance Project

The Department of Transportation and Communications (DOTC) is inviting companies to participate in the open, transparent and competitive two-stage bidding for the Light Rail Transit (LRT) Line 2 Operations and Maintenance (O&M) PPP Project which consists of the following:

a.)  The existing LRT Line 2 system
·  13.8 kilometers in length
·  11 stations from CM Recto Avenue in Avenida, Manila to Santolan, Pasig
b.)  The planned Masinag Extension; and
·  4.19 kilometers in length
·  2 additional stations along the corridor
c.)  Other future extensions of the LRT Line 2 system

The project will be awarded through competitive bidding following the procurement rules and procedures prescribed under Republic Act No. 6957, as amended by Republic Act No. 7718, otherwise known as the Philippine Build-Operate-Transfer (BOT) Law, and its Revised Implementing Rules and Regulations (RIRR). Prospective bidders are to submit their prequalification documents by November 20, 2014.

a. Prospective bidders who fulfill the qualification requirements shall be shortlisted as prequalified bidders. Only prequalified bidders shall subsequently be invited and allowed to submit bid proposals for the project.
b. Bidding is open to all interested participants, subject to the nationality requirements and the conditions for eligibility under the Philippine Constitution, the BOT Law and its RIRR, other relevant laws, rules and regulations, and the Invitation Documents. The Invitation to Prequalify to Bid (ITPB) and its Annexes will be available at Unit 153, 15th floor, The Columbia Tower, Ortigas Avenue, Brgy. Wack-Wack Mandaluyong City, Metro Manila for distribution to interested parties starting September 19, 2014 until the opening of prequalification documents.
c. The Invitation Documents will be issued to interested participants upon payment of a non-refundable fee of One Hundred Thousand Pesos (P100,000.00) in cash or manager’s check issued by a bank in the Philippines made out to the Department of Transportation and Communications.
d. Only entities that have purchased the Invitation Documents shall be allowed to participate in the prequalification and bidding processes.
