President's Message

President's Message for January

Dear friends in the Philippine Constructors Association, Inc. (PCA),
First of all, I wish you all a happy new year.
Indeed, the first half of January has become a very busy and productive one. Your new board has already conducted three planning sessions to plot the goals and schedules for the year 2012.
We anticipate that this year will be full of opportunities both in public and private construction. Last January 16, we had a very informative and productive meeting with Secretary Singson of the Department of Public Works and Highways (DPWH) who briefed us on the total 170 billion worth of projects to be bid out this year. Likewise, on the same date, we met with the officers of the Millennium Challenge Corporation (MCC) who informed us of the coming bid for a 240-kilometer road network in Samar.
The MCC awarded the Threshold Program assistance to the Philippines in 2006. Under the program, the Philippines was given a total grant of $21 million for projects that are especially designed to boost the country’s performance on specific indicators and will eventually make it eligible for a Compact Program.
The government already identified several PPP projects up for bidding this year. The public-private partnership (PPP)project for school buildings has already been published and the deadline for submission of prequalification is set on April 23.
With all these opportunities in construction, the question that now arises deals with our preparedness to participate. To address this concern, your board has identified key topics for training and development in order to enhance the competitiveness of our local contractors.
Our General Membership Meetings will feature speakers who will talk to us about how we can participate in the upcoming MCC projects. As we believe that there is still a lack of awareness and knowledge on what PPP is all about, we will have a speaker for March to address this concern. We will organize a forum to promote strategic alliances with other key industries who are potential players and investors in the upcoming PPP projects.
We will likewise organize informative forums which will brief our members on how we can participate in the DPWH design build projects and performance-based contracting.
We often hear about levelling the playing field between local and foreign contractors. But this concern should not be limited to those projects where foreign contractors are involved but also in small scale projects where there is still a widespread prevalence of unlicensed contractors. PCA has to take an active role in this advocacy on the licensing of contractors. There is already a joint administrative order issued by the Philippine Contractors Accreditation Board (PCAB) which mandates the licensing of contractors. We can best support this advocacy by practicing it in our own firms. Let us lead by example thru the hiring of licensed contractors only to subcontract work in our project sites.
We will continue our constant dialogues with agencies of government in line with our thrusts in good governance. This year we want to revive the participation of PCA as an observer in key agencies, initially in the DPWH.
Let us continue to support the activities of PCA especially our GMMs, Philconstruct Visayas, Philconstruct Mindanao and Manila, committee meetings, sports and fellowship activities. After all, it’s only when we put enough into this organization that we can benefit most.
